#8. Clive Thomas
Clive Thomas’ time as a referee was not without its controversy. Thomas built up a reputation as one of the strictest referees in football history and earned the nickname ‘the book’. Thomas disallowed a seemingly-normal goal scored by Everton in the 1977 FA Cup Semi Final which would have seen the side progress to the final ahead of rivals Liverpool. But Thomas is best known for his decision in a 1978 World Cup match between Brazil and Sweden. Brazil had a corner with just a few seconds left in the match with the score at 1-1. Zico scored from the corner but Clive Thomas blew his whistle to signal the end of the match in the time it took for the corner to come into the box. Brazil drew the game and were nearly eliminated from the World Cup as a result.
